The Port of Leixões, in strict compliance with the concession policy defined for the port sector, initiated concession processes that resulted in the transfer of almost all cargo handling functions to the private sector of the economy. In this context, the Port of Leixões is practically entirely under concession.

    The quays for handling general cargo and bulk solids are leased to the company TCGL - Terminal de Carga Geral e Granéis de Leixões, S.A., since July 2001, for a period of 25 years, which was extended by 5 years in exchange for additional investment obligation and higher discount levels, potentially extendable for another 5 years. They are divided between the conventional quays on the North and South sides and their adjacent embankments. This concession includes the handling services for general cargo and bulk solids to and from ships docked at the conventional quays, including loading and unloading operations, storage, and provision of other complementary services, as well as container handling when they are part of the ship's cargo.

    The activity of handling containerized cargo is carried out by TCL - Leixões Container Terminal, Inc., since May 2000 - for a period of 25 years, which was extended by 5 years in exchange for the obligation of additional investment and a higher level of discounts, eventually extendable for another 5 years. As a public service, it includes container handling services to and from ships berthed at the terminal's docks, traffic operations, parking, reception, and dispatch of containers, operations related to goods transported in containers (storage, inspection, assistance to refrigerated containers, and others), as well as the necessary procedures for their clearance with the competent authorities, and operations related to non-containerized cargo that complement the cargo of ships docked at the terminal.

    The operation of the Oil and Ocean Oil Terminals at Leixões is assigned to Petrogal, S.A., under a concession contract for private use, for a period of 25 years starting in 2006.

    The Oil Terminal is built on the outer breakwater (700 m in length and 15 m above sea level), also serving as protection for the port entrance and connected to the Leça da Palmeira Refinery via pipelines and gas pipelines. The three berths it comprises are: Berth A (-15m ZHL) for crude oil and various refined products, Berth B (-10 ZHL) for crude oil and various refined products, liquefied gases, and aromatic products, and Berth C (-6m ZHL) for liquefied petroleum gases, various refined products, and aromatic products. Petrogal is obliged to provide services to third-party entities that have pipelines connecting their storage facilities to the Terminal.

    Through a Concession Agreement signed in May 2001, TERCIM - Cement Terminals S.A. holds the exclusive right to use a plot of land measuring approximately 2,500 m2 located at South Dock 1, for the sole purpose of operating it for the reception of bulk cement by sea, its covered storage, and dispatch by land or sea. The unloading operation will be carried out through underground pipelines, directly from the self-unloading ship to the warehouses, in a closed and sealed circuit, complying with all environmental standards regarding noise and air pollution. Since May 2003, TERCIM has been authorized to transfer the operation to SECIL - Companhia Geral de Cal e Cimento, S.A..

    CIMPOR, Indústria de Cimentos, S.A. also has the right to the exclusive use of a portion of the embankment at South Dock 1 for the reception, storage, and dispatch of cement. The license was granted in January 2000 for a period of five years, and it was extended for another five years..

    CEPSA - Companhia Portuguesa de Petróleos, Lda. entered into a concession agreement with APDL in 1988 for a period of 25 years, extended for an additional 10 years, for the reception of asphalt products and fuel oils through two pipelines located at South Dock 2, and for fuels at Post B of the Petroleum Terminal.

    Similarly, a license was granted to REPSOL Portuguesa, S.A. in January 2001 for a period of five years, renewed for subsequent one-year periods, for the operation of an installation intended for the reception, storage, and dispatch of petroleum and/or chemical products in bulk through pipelines located at the South Breakwater.

  • At Leixões, the activity of receiving, handling, storing, dispatching, and transporting food raw materials and related products is carried out by Silos de Leixões - Unipessoal Lda, under a public service regime, in an area of ​​approximately 25,000 square meters, near the Grain/Cereal Terminal of the Port of Leixões, based on the contract signed on January 5, 2007. 

     

    This activity relies on the following main structures:

    • The Leixões Silo, with a storage capacity of 100,000 metric tons, mainly used for all types of wheat destined for the milling industry in the North, corn, and other agro-food products, essentially grain products.
       
    • The Horizontal Warehouse with a storage capacity of about 20,000 metric tons of palletized products.
    • The Silo and the Warehouse have three reception hoppers, with a current capacity of up to 800 metric tons per hour, allowing for the simultaneous reception of three different products destined for either vertical silo storage or horizontal storage.

    The Fishing Port is leased to DOCAPESCA - Portos e Lotas, S.A., through the concession contract for the use of the Matosinhos Fishing Port facilities.

    This concession of the Matosinhos Fishing Port, under an exclusive regime, is intended to enable the regular and continuous operation of the fish unloading, selling, and dispatching service at the Fishing Port, as well as other activities that may contribute to the better achievement of this objective.

    It is the exclusive competence and responsibility of DOCAPESCA to organize the services at the Matosinhos Fishing Port necessary for the exercise of the activity and the satisfaction of the public interest under its responsibility, including the respective management costs and investment in expansion and maintenance.
